Referral by parents or professionals; referrals should be faxed to 416-935-0300 or emailed to intake@cicc.on.ca; parents/guardians must provide consent if others refer their child on their behalf. Referral forms must be completed in their entirety to be accepted. Click Request for Early Intervention for online link to form

Eligibility - Population(s) Served

Children, from birth to daycare or kindergarten entry, exhibiting delays or risk for delays, in two or more areas of development related to established risks (including but not limited to):

  • genetic and chromosomal syndromes (e.g. Down syndrome)

  • neurological disorders (e.g., seizures disorder, cerebral palsy)

  • metabolic disorders (e.g., untreated hypothyroidism, PKU)

  • congenital malformation (e.g., microcephaly, hydrocephalus)

  • infections of the nervous system (e.g., meningitis, encephalitis, HIV, CMV, herpes)

    and/or biological risks (including but not limited to):

  • pre or perinatal complications (e.g. small for gestational age, birth

    hypoxia)

  • prematurity

  • sensory impairments such as blindness or deafness in

    association with other developmental delays

  • early global developmental delays

  • substance use during pregnancy (Mothercraft or a similar agency

    should also be involved if the baby is living with the birth mother)

    and/or psychosocial risks (including but not limited to):

  • children with sensory sensitivities and regulation challenges

  • parent-child attachment difficulties

  • child neglect or abuse

  • caregiver mental health concerns

    Children must live in the Toronto, in a postal code beginning with "M"

  • Fees

    Early Intervention Program: No cost to clients; funded partially by the government of Ontario's Ministry of Children,

    Community, and Social Services ("MCCSS"), and partially through fundraising/donations

    Description of Services:


    Early Intervention Program
    • home-visiting service providing expert support to parents/caregivers in the developmental monitoring and care of their child(ren) who present with delays in two or more areas of development
    • main goal of program is to enable and empower families to confidently care for, monitor, and encourage their child's growth and development
    • As needed, and at the request of the Early Childhood Interventionist, an Occupational Therapy Consultant will work with the ECI and family to assess the child
    • recommendations from the consultant are in one or more of the following
      areas: positioning, motor skills, sensory needs, feeding skills, and specialized equipment
